It may be desirable to encourage users to engage with claims or other content in ways that they wouldn’t readily do without prompting. I suspect, for example, that scoring of various kinds may be overlooked by users. If this is the case, you could imagine a system wherein users are required to spend points in order to do what they want, e.g., submitting claims, and can acquire points by doing what you want.
